Formed during April and May 1941, these commands were responsible for recruiting and conscription within their assigned geographical area and were subordinated to the territorial corps for that region. Each had an authorized strength of 58 officers and men. They were also responsible for training within their area and for the replenishment of existing units. The commanders were generally older former officers of the Royal Yugoslav armed forces in the rank of Pukovnik or Podpukovnik. The commands existed to the end of the war or until each area had been occupied by Partisan forces.
It is not known how many of the commands existed, but the following have been identified:
